PREVENTION PROGRAMS
A key strategy in helping families and communities to thrive is child abuse prevention. Children's Bureau offers innovative, quality child abuse prevention programs designed to nurture the child, strengthen the family and build caring communities. Children's Bureau is the largest investor in child abuse prevention in the country and is developing a national model to transform an entire at-risk community through its Magnolia Community Initiative.
TREATMENT PROGRAMS
We respond to the immediate needs of a child in danger through our family foster care and adoptions program, matching hundreds of children each year with loving, nurturing families. We also provide mental health therapy and other related services to thousands of children and their families who have experienced abuse or are at risk of abuse.
TRAINING PROGRAMS
Children's Bureau provides training and technical support to other organizations statewide and beyond. NuParent and Strategies are two such child abuse prevention programs, each with its own unique approach to helping strengthen families and build caring communities.
RESEARCH & EVALUATION PROGRAMS
The ChildStrength program was established to promote organizational learning and build organizational capacity to use research and evaluation findings to inform and improve practice. Research and evaluation activities are conducted to monitor program effectiveness in improving child, parent, family, and community outcomes and building protective factors shown to reduce child abuse and neglect.
ADVOCACY PROGRAMS
Our advocacy efforts focus on promoting investment in the early years. Nationally, we're working to promote replication of the Magnolia Community Initiative framework via the Belong Campaign aimed at inviting other communities to create their own Belong Community. New replication communities will be supported by the Belong Institute, a training and advocacy center founded by Children's Bureau.

Born and raised in New York, Luna Chou is the youngest in a family with first generation parents who immigrated to the United States from Shanghai, China. She attended New York University College of Arts and Science and obtained a bachelor in arts degree with dual majors in Politics and Philosophy. She then went on to study law and received her Juris Doctorate from Yeshiva University - Cardozo School of Law in 1998. In that capacity, she has been responsible for the supervision of all Social Workers and administrative staff, counseled thousands of birth parents and adoptive parents, and was involved in more than 2,500 successful adoptions.
Joy is a frequent lecturer on topics such as: Relationships with Birth Parents, Both Before and After Placement, Preparing Birth Parent Letters/Profiles and Locating a Birth Parent through Ads, the Internet, and Word-of-Mouth.
